Your passport does not decide whether you qualify for the UAE Golden Visa. It decides how long your documents take to become usable. All thresholds and fees below were verified against GDRFA Dubai and ICP sources in August 2026.
If you hold an Indian, Pakistani, Filipino, British or Nigerian passport, you are assessed against the same categories and the same figures as everyone else: property, deposit, company share, tax paid, salary, talent or academic record. What changes is the authentication chain your documents pass through before a UAE department will accept them, and how much bad information circulates in your home market.
Eligibility is set by category, not by passport
The federal categories are written around what you own, earn or have achieved. Nationality is recorded on the application, but it is not a qualifying or disqualifying condition in any published category.
For the investor routes, the Dubai requirements are specific:
- Property: one or more properties with a total value of no less than AED 2 million, certified by a property status statement from the Dubai Land Department. Mortgaged property is accepted. If you own a share in a joint property, that share alone must reach the threshold.
- Bank deposit: AED 2 million held with an accredited UAE bank, with a bank certificate confirming it is frozen for at least two years, and no withdrawal during the residency period.
- Company investment: a share of no less than AED 2 million, proven by a certified financial report from an audit firm inside the UAE.
- Tax contribution: a Federal Tax Authority letter confirming at least AED 250,000 paid annually.
There is a reason these conditions look strict after approval, not just before it. The visa is tied to a qualification you keep holding, so a lien is placed on the property and the deposit cannot be withdrawn. Renewal re-tests the same condition. If you are weighing the property route specifically, the emirate-level detail matters more than your nationality golden visa through Dubai property.
What genuinely changes with your nationality
Five things, and none of them are the threshold:
- The route your documents take to become legally valid in the UAE.
- Which UAE embassy or consulate serves your region, and how long that stage takes.
- Whether your qualification needs an equivalency certificate and primary source verification.
- How you enter the country to complete medical testing, biometrics and the Emirates ID.
- The volume of nationality-targeted misinformation you will encounter while researching.

Document attestation is the real nationality difference
A UAE department will not accept a foreign document on face value. Your own government verifies it first, a UAE mission abroad authenticates it, then MOFAIC attests it inside the country.
- India: state level verification through the HRD or Home Department depending on document type, then the Ministry of External Affairs in New Delhi, then the UAE Embassy in New Delhi or the consulates in Mumbai, Chennai, Hyderabad, Kolkata or Thiruvananthapuram, then MOFAIC.
- Pakistan: notarisation, HEC verification for degrees, the Ministry of Foreign Affairs in Islamabad, the UAE Embassy in Islamabad, then MOFAIC.
- Philippines: CHED authentication for academic records, followed by the DFA apostille, then the UAE mission and MOFAIC.
- United Kingdom: FCDO legalisation, then the UAE Embassy in London, then MOFAIC.
- United States: the apostille route, then the UAE mission, then MOFAIC.
One point catches applicants from apostille countries every year. An apostille on its own does not complete the chain for UAE use. The MOFAIC stage inside the country still has to happen.
Applicants in the skilled professional and outstanding student categories need a second, separate thing: an equivalency certificate confirming the qualification matches a UAE recognised level, issued through MOHESR for university degrees and the Ministry of Education for school certificates. Verification is carried out by an approved partner that contacts the awarding institution directly. Attestation proves the paper is real. Equivalency proves the qualification counts. They are not interchangeable, and the second one is slower.
The “scheme for your nationality” claim, and why it fails
In July 2025, reports circulated widely across Indian media describing a nomination based Golden Visa priced at AED 100,000, tested first on Indian and Bangladeshi applicants through a private consultancy. The Federal Authority for Identity, Citizenship, Customs and Port Security rejected the reports within a day. The ICP stated that Golden Visa categories, conditions and regulations are defined by law and ministerial decision, that the claims had no legal basis, and that no internal or external consultancy is recognised as an authorised party in the application process. The consultancy named in the coverage later issued an apology for the confusion.
Use that episode as a filter. Genuine rule changes are published by the ICP and GDRFA and appear on their service pages. They do not arrive first as a press release from a private firm, and they are not restricted to a single nationality at a discounted price. Applying from abroad and finishing inside the UAE
You can start a nomination request through the ICP smart services platform, and applicants in some markets can complete the pre-approval stage without travelling. The parts that cannot be done remotely are medical testing, biometrics and Emirates ID issuance, which is why the Dubai fee list carries a separate in-country line.
In Dubai, property based applications are submitted through the Land Department accredited centres rather than any typing centre, and the standard stated processing time for the investor service is five days once a complete file is in.
Costs: government fees are not the same as your investment
For the Dubai investor Golden Residence, the government fees are fixed and published: a residence permit fee of AED 1,100, a knowledge dirham and an innovation dirham of AED 10 each, an in-country fee of AED 500, and AED 20 for delivery. The issuance fee rises by AED 100 each year where the residency exceeds two years.
Separate from these, and varying by case: medical testing, Emirates ID, health insurance, translation, and every attestation fee you pay in your home country before your file reaches Dubai. Attestation costs are the line that moves most by nationality, because each government sets its own charges.
The AED 2 million is neither of those. It is the qualifying asset you keep, not a fee anyone collects.
Where applications actually stall
Four recurring points, in rough order of how often they cost time:
- Property files stall on the property status or valuation certificate, not the title deed. Owning the asset and being able to evidence its certified value on the day of submission are two different readiness states.
- Name mismatches across passport, degree and title deed. This hits Indian and Pakistani applicants disproportionately, because passports issued with a single name field, or with a father’s name where UAE systems expect a surname, produce inconsistencies that have to be resolved before the file moves.
- Equivalency started too late. Applicants in the skilled professional category often finish attestation, submit, and then discover the equivalency certificate has not been issued yet.
- Deposit letters that confirm the balance but omit the two year freeze wording. The certificate has to say it.

FAQ
Is the Golden Visa easier to get for Indian nationals?
No. Indian applicants are assessed against the same categories and the same figures as every other nationality. What is different is document volume: Indian educational and civil documents pass through a state level stage before the Ministry of External Affairs, which adds time that applicants from apostille countries do not spend. Plan the attestation calendar early and the rest of the file behaves normally.
Do Pakistani applicants face extra requirements?
Not in eligibility terms. Degrees need HEC verification before the Ministry of Foreign Affairs in Islamabad and the UAE Embassy there, which is one more stage than several other countries. Investors on the property or deposit routes are evaluated on the same certified evidence as anyone else, so the attestation chain matters most to professional and student category applicants.
Is there a Golden Visa for AED 100,000 for certain nationalities?
There is not. The ICP publicly rejected those reports in July 2025 and confirmed that no consultancy, inside or outside the UAE, is an authorised party in the application process. Any offer priced well below the published category thresholds and framed as exclusive to one nationality should be verified directly with the ICP before you pay anything.
Can I complete the whole process from my home country?
Partly. Nomination and pre-approval can be handled remotely for many applicants, but medical testing, biometrics and Emirates ID issuance require you to be in the UAE. Budget for one trip once your pre-approval is through, and make sure your documents are already MOFAIC attested by then.
